Human Resources Officer (Regional Human Resource Administrator)

This position serves as the Human Resource Administrator for a region within the Federal Bureau of Prisons. Under the supervision of the Regional Director or their designee, the Regional Human Resource Administrator is responsible for directing the human resources programs for regional office staff, and for providing guidance and direction related to human resources for all operating human resources offices at the institutions throughout their respective region. Primary responsibilities for operating human resources offices include; local labor management negotiations, disciplinary and grievance procedures, staffing, interviewing, and pre-employment processing), workforce projections, career counseling, the performance evaluation and incentive awards programs, time and attendance, leave administration, employee compensation, local training and employee development functions, including; tracking of mandatory training compliance and evaluations, the Mentoring Program, training needs assessment/annual training plans and in-service educational activities, along with educating and assisting staff in the use of new human resources and employee development technologies. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis. You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience leading to possession of a comprehensive knowledge of a wide range of human resource programs and the respective laws and regulations governing them. Experience with the agency's negotiated labor/management contract, appropriate policies and procedures governing position classification, recruitment and selection, staffing methods, employee development, and pay setting in the federal government. Experience which provided knowledge of federal human resources regulatory references. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
