Human Resources Officer - Human Resource Development (Employee Development Manager)

Serves as the Employee Development Manager for the Bureau of Prisons (BOP) Grand Prairie Office Complex (GPOC). Responsible for directing the employee development program for the facility. Responsibility for planning, developing, administering, and evaluating employee development and in-service educational activities. Manages all resources to ensure training needs are provided for staff development and ensures training standards are met. Contributes to the formulation of BOP policies and procedures by participating in agency workgroups designed to analyze employee development trends and develop efficient, practical solutions, critiquing draft program statements, regularly meeting with other Employee Development Managers and the Learning and Career Development Branch to review, analyze, and establish goals and priorities related to employee development issues. Serves as the direct and primary advisor to management staff on matters related to employee development and training and is deemed the technical expert. To be considered for the position, you must meet the following qualification requirements:
Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience in assessing employees' need for training. Experience with aligning training with organization's strategic goals. Experience in providing logistical support, course development, delivery, evaluation, process measurements, and cost management. Experience in building solid cross-functional relationships. Experience in creating a training budget and keep operations within budget. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
