Human Resources Specialist (Quality Control Specialist)

This position is located in the Consolidated Processing Unit (CPU), Human Resource Services Center (HRSC), Grand Prairie, Texas. The position serves as a quality control specialist for all payroll and personnel processing affecting Bureau of Prisons (BOP) employees. The incumbent is responsible for assisting with the planning and operation of the CPU. The incumbent assists staff in the use of on-line entry modules, time and attendance software and the National Finance Center (NFC) databases to process and retrieve payroll and personnel information. The incumbent is the first line of quality control ensuring that work accomplished by less experienced specialists is accurate. To be considered for the position, you must meet the following qualification requirements:
Education:
Ph.D. or equivalent doctoral degree OR three-full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Graduate education must demonstrate the knowledge, skills and abilities necessary to do the work of the position. OR
Experience:
One year of specialized experience that equips you with the qualifications to successfully perform the duties of the position. This experience must be at least one year of specialized experience equivalent to the GS-09 level in federal service. Some examples of qualifying experience are:
Experience interpreting and ensuring compliance with federal laws, OPM regulations, DOJ and BOP policies as they apply to human resource issues. Experience with human resource operations within the BOP to enable efficient and effective resolution of problems. Experience with staffing, compensation and leave guidelines, employee benefits, retirement, time and attendance and e-OPF documents retention/disposition. Experience processing a variety of personnel actions affecting pay, benefits, position status, and experience in identifying and correcting errors. OR Combination of Education and

Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
