Health System Specialist (Medical Designator/Utilization Review Administrator)

The incumbent is a Medical Designator/Utilization Review Administrator for the Health Services Division, Federal Bureau of Prisons. This position is a subsection within the Designations Branch. They are responsible for reviewing, evaluating, and designating inmates to a medical, surgical, or psychiatric referral center, or other suitable facility. They are also responsible for management and movement of inmates with medical problems throughout the Federal Prison System (FPS). These processes will involve close contact and coordination with the U. S. Marshal Service, medical/psychiatric referral centers, regional officer, and other FPS facilities. They are responsible for the overall management control, and movement of inmates with health-related problems throughout the FPS. They will enhance appropriate and timely medical/psychiatric designations and allocate institution resource by monitoring bed utilization, tracking length of stays, and ensuring discharge planning occurs for medical and mental health designations at all medical and psychiatric referral centers. To be considered for the position, you must meet the following qualification requirements. Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas, such as budget, personnel, and procurement. AND Selective Placement Factor:

The applicant must have experience with patient care and interventions, making decisions and recommendations about patient's medical and mental health care needs to determine the appropriate utilization of health care resources and inmate housing assignments based on medical needs. Applicants must clearly address this experience in their resume to be found qualified. Credit will be given for paid and unpaid experience. To receive roper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
